The Department anticipates that this rule will be “economically significant,” and will increase equal access by providing citizens with disabilities the opportunity to participate in, and benefit from, State and local government services, programs, and activities. It will also ensure that individuals with disabilities have access to important services and information that are provided over the web, such as benefit applications and emergency information.
