Governments post an overwhelming number of PDFs on their websites.
While no one is certain of the exact figure, between 2013 and 2024, US community members downloaded 4 billion PDFs from these sites. (Digital.gov) With the ADA Title 2 Web Rule deadlines in April 2026 and 2027, many cities, counties and states are scrambling for a practical answer to make these documents accessible.
